The Two Costs Every Saudi Business Needs to Understand
WhatsApp Business API pricing has two completely separate components. Many businesses confuse them — so let's be clear from the start.
Meta Conversation Fees
Paid directly to Meta. Charged per 24-hour conversation window. Varies by message type (marketing, utility, service) and country. This is what this article focuses on.
Platform Subscription (Quali-D)
Your monthly fee for the Quali-D platform — AI chatbot, team inbox, automation flows, analytics, and support. This is separate from Meta fees. Ask us for SAR pricing →
Meta Conversation Fees for Saudi Arabia (in SAR)
Meta prices WhatsApp conversations differently by country. Saudi Arabia sits in a mid-to-high tier globally, but costs remain very competitive compared to other marketing channels in KSA.
SAR prices calculated at 3.75 SAR per USD. Subject to Meta's current published rates.
The first 1,000 service conversations per month are free — regardless of your business size. This means if customers are messaging you first, the first 1,000 conversations in any calendar month cost nothing (until October 2026 when per-message fees begin).
Marketing vs Utility vs Service Messages — What's the Difference?
Meta categorizes every WhatsApp message into one of these types. Getting the categorization right can significantly affect your monthly bill.
📢 Marketing Messages — 0.19 SAR/conversation
Any message you send to a customer first that promotes your business, products, or services. Examples: promotional broadcasts, Ramadan offers, new product announcements, loyalty rewards, re-engagement campaigns. These require pre-approved templates and customer opt-in.
⚙️ Utility Messages — 0.04 SAR/conversation
Transactional messages sent to customers in response to their actions. Examples: order confirmations, shipping updates, appointment reminders, payment receipts, delivery notifications. Lowest cost tier — ideal for high-volume operational messaging.
💬 Service Messages — changing October 2026
Conversations opened by a customer message. Until October 2026, these are free for the first 1,000/month and then charged at a session rate. Starting October 1, 2026, every reply your business sends within this window will be charged per message. Rates not yet published by Meta.

October 2026 Pricing Change: What Saudi Businesses Need to Know
Meta has announced a significant pricing change effective October 1, 2026 that affects all businesses using WhatsApp Business API — including those in Saudi Arabia.
Until now, replies sent during the 24-hour customer service window (when a customer messages you first) were free for the first 1,000 conversations/month. Starting October 1, 2026, every message your business sends in that window will be charged — including AI chatbot replies and human agent responses. This is a per-message charge, not per-conversation.
Meta is expected to publish the new per-message service rates before September 1, 2026. Quali-D will communicate these to all customers as soon as they are available.
The most effective preparation is to audit your automation flows and reduce unnecessary messages per conversation. Combining multiple short replies into single, comprehensive messages can significantly reduce the number of billable messages once the new model takes effect.
Saudi Arabia vs Egypt: How Pricing Compares
Compared to Egypt, Saudi Arabia has lower marketing message costs but higher utility costs — a meaningful distinction depending on how your business uses WhatsApp.
If your primary use case is marketing broadcasts (promotions, campaigns), Saudi Arabia is actually the cheaper market. If you send high volumes of utility messages (order updates, reminders), Egypt has the lower cost. Either way, the ROI per conversation is strong in KSA given the higher average order values in the Saudi market.
How Saudi Businesses Can Reduce WhatsApp API Costs
- 1️⃣Use utility messages wherever possible. Order updates, appointment reminders, and delivery notifications at 0.04 SAR cost less than half of marketing messages (0.19 SAR). If a message informs rather than promotes, categorize it correctly as utility.
- 2️⃣Consolidate replies into single messages. Starting October 2026, each reply costs. Train your AI to answer completely in one message instead of sending 3-4 short follow-up responses.
- 3️⃣Segment your marketing lists tightly. Sending 10,000 marketing messages to poorly-targeted contacts wastes SAR. Send 3,000 messages to highly qualified contacts and your cost-per-conversion drops dramatically.
- 4️⃣Use the free service conversation window efficiently. When a customer messages you first, use that conversation to answer multiple questions in one session rather than closing and reopening conversations.
- 5️⃣Review automation flows for unnecessary messages. "Got it!", "Please wait...", "Thank you for your message" adds messages without adding value — and from October 2026, each one costs money.
